TITLE: Public Affairs Specialist (Two Positions)

EMPLOYMENT TYPE: Nonexempt

DIVISION: Office of Public Affairs

PAY RANGE: $25.66 – $38.49 per hour ($53,377 – $80,065 estimated annual)

WORK LOCATION: 1250 San Carlos Avenue, San Carlos, CA

WORK SCHEDULE: Full Time

JOB SUMMARY:

There are two positions, one reporting to the Director, Government and Community Affairs, and the other reporting to the Manager, Communications. Under their direction, the Public Affairs Specialists will assist in implementing the goals and objectives outlined in the division’s strategic communications plan. These positions perform the full range of activities supporting

MINIMUM QUALIFICATIONS:

Sufficient education, training, and experience to demonstrate the knowledge and ability to successfully perform the essential functions of the position. Development of the required knowledge and abilities is typically obtained through but not limited to: Bachelor’s degree in Communications, Public Relations, Journalism, or a closely related field, plus sufficient full-time experience in a similar position performing the essential functions and duties as described above, or a combination of education and experience demonstrating the ability to successfully perform the essential functions of this position. Must have good judgment and the ability to communicate thoughts clearly, simply, orally and in writing. Decision-making, problem-solving, and research skills also are important. Must be proficient in Word or similar program. Must possess a valid California driver license with safe driving record.

ESSENTIAL FUNCTIONS AND DUTIES:

Examples of Essential Functions:

 

Serve as the lead for the District’s external safety education program, which includes coordinating presentations to appropriate groups and identifying new audiences and opportunities to expand the program.

 Plan, organize, and coordinate special events, such as groundbreakings, project tours, board member and elected official briefings, ribbon cuttings, and other public events.

 Research, write, and edit collateral materials, including fact sheets, newsletters, brochures, and news releases.

 Communicate and respond electronically to blog comments, twitter and Facebook postings, and other mediums as available.

 Attend and make presentations to civic and community groups, including some that hold night and weekend meetings.

 Plan and coordinate outreach to individuals and areas potentially affected by planned or ongoing projects, construction activities, operations, service changes, and other relevant district activities.

 Research and respond to inquiries, comments, concerns, and complaints from the public.

Examples of Duties:

 

Plan, organize, and coordinate annual safety awareness event.

 Expand and maintain digital photo files.

 Respond to media and public inquiries when providing on-call support for Manager, Communications and/or the Public Information Officer.

 Prepare and disseminate updates about ongoing construction projects.

 Perform all job duties and responsibilities in a safe manner to protect yourself, your fellow employees and the public from injury or harm. Promote safety awareness and follow safety procedures in an effort to reduce or eliminate accidents.

 Perform other duties as assigned.

SUPERVISION:

The Public Information Specialists work under the general supervision of the Director, Government and Community Affairs, or the Manager, Communications, who establish goals and objectives, and evaluate performance.

SELECTION PROCESS MAY INCLUDE:

1) Written and/or skills assessment examination. 2) Background investigation. 3) Applications will be screened for minimum qualifications and completeness. 4) Finalists will be interviewed by screening and selection panel.
