INTRODUCTION
Under direction, the Employment and Training Specialist IV is responsible for supervising and assigning work, and participates in the work of a unit responsible for performing case management activities involving the development and implementation of employment and training plans, and the determination of eligibility for employment and training program services related to public assistance. The essential functions of this position include, but are not limited to: planning, prioritizing, assigning, supervising, reviewing and directing the work of a unit of employment and training specialists directly involved in providing services to clients; developing and implementing employment and training service plans for clients; participating in the selection of unit staff; providing training, counseling, guidance and motivation to assigned staff; planning, prioritizing and establishing goals, objectives and timetables for meeting performance standards of the unit; interpreting, explaining and enforcing well defined complex State, Federal and local laws, including rules, regulations, policies and procedures pertaining to employment and training eligibility and public assistance; collaborating with other supervisors and managers in coordinating the activities of staff; interviewing complainants and making cause determinations regarding employment and training case management issues according to established guidelines; participating in community meetings, professional groups, studies and research projects; participating in informational meetings with other managers, supervisors and outside agencies; making social service referrals as necessary; providing assistance with budgets, grants, and contract procurement processes; using automated systems and applications such as CALWIN and MEDS to determine eligibility and issuance of social service assistance and benefits related to employment and training services; generating and retrieving data and correspondence. Performs other duties as assigned and/or required.
MINIMUM QUALIFICATIONS
1. Two (2) years of verifiable experience performing duties equivalent to a Class 9704 Employment and Training
Specialist III, in a public or private social services agency; OR 
2. One (1) year verifiable experience performing duties equivalent to Class 9705 Employment and Training Specialist IV (Employment Services Supervisor), in a public or private social services agency; OR 
3. Three (3) years verifiable experience in the employment and training field, performing duties in employment preparation, employment counseling, job development, assessment and/or training, equivalent to Class 9702 Employment and Training Specialist I, and Class 9703 Employment and Training Specialist II, in a public or private social services agency.

Substitution: 
A Baccalaureate Degree from an accredited college or university preferably in Behavioral Science or a related field, may be substituted for one year of the required experience except for Minimum Qualification #2.
